[The UK Government] "has now embarked on the project of 'decarbonising' the economy; since carbon-based energy provides most of our electricity and powers nearly all of our transportation, this is a colossal, and colossally expensive, task.  We need, therefore, to be very sure that our policy is based on an accurate diagnosis.
